There is nothing in this that has not been known for years - the Germans have rules something like our own for their Exchequer ships but they don't enforce them and it is useless to complain though the effect is to handicap British ships in the competition for Chinese passenger traffic - We must enforce our rules when the Steamerward is necessary for securing the safety of the Chinese passengers.
